External experts

After the application period has expired, the head of department or director must propose external experts. The candidates must have been consulted before they are proposed.

The dean decides on external experts at the Dean's Executive Meeting. The following applies regarding proposals for and appointment of external experts at the Faculty of Social Sciences.

– Advertised permanent posts
– Employments for one or more years
– Employments that has previous used a simplified external expert procedure

Professor (including adjunct professor)

At least two external experts.
External experts must be professors.
Women and men must be equally represented in the group.
External experts must represent different higher education institutions.

Associate professor

Two external experts. In exceptional cases, only one expert can be appointed.
At least level of docent.
Women and men must be equally represented in the group.
External experts must represent different higher education institutions.

Assistant professor

Two external experts. In exceptional cases, only one expert can be appointed.
At least level of docent.
Women and men must be equally represented in the group.
External experts must represent different higher education institutions.

Research fellow

At least one external expert.
At least level of docent.
If more than one external expert is appointed, both women and men must be equally represented.
If more than one external expert is appointed, they must represent different higher education institutions.

Docent

One external expert.
The external expert must be a professor.

 

Exceptions

When appointing a professor, exceptions from the need for an external expert assessment can be decided, if it is manifestly unnecessary for appraisal of the person's expertise. The dean can also decide that an external expert assessment is manifestly unnecessary in specific circumstances, for instance if an applicant's expertise has recently been appraised in another context. A specific request including reasons for exception from external expert procedure must be attached with the form.

Disqualifying conflict of interest


A disqualifying conflict of interest can arise when an external expert can be assumed to be partial or when special circumstances exist that mean that their impartiality in the matter can be questioned. This could, for instance, be kinship, friendship or previous close collaboration though joint publication, Section 16–18 of the Administrative Procedure Act (2017:900).

Application for a simplified external expert procedure

A simplified external expert procedure, or deviation from the requirement of an external expert procedure, may be applied for temporary appointments to avoid negative consequences on the organisation.

An appointment made using a simplified external expert procedure may not be extended. Exceptions from using an external expert procedure can be applied for regarding appointments of teaching staff for a maximum period of six months. An appointment made without an external expert procedure may not be extended.

An appointment with a simplified or without an external expert procedure may be combined for a maximum of twelve months. Appointments for periods exceeding twelve months must take place using the regular external expert procedure.
