Digital accessibility

The Law on Accessibility to Digital Public Service changes the playing field for how the University must present and communicate through digital services such as the web and learning platforms.

Beside the importance of following the law, Umeå University also wants to be an accessible university that is available to all variations of people. Making our digital public communication accessible will facilitate for everyone, and is not just a method to include certain minority groups.

The law has already taken affect in Sweden and the change is here to stay. This is why everyone at Umeå University has to change their ways of working and adapt how we share teaching material, research results and our way of communicating with students, colleagues and the public.

The purpose of the project Digital accessibility that was started in autumn 2020 is to find tools and ways of working that will simplify the process of producing accessible digital content. It is supposed to be easy to do the right thing and accessibility work must therefore not result in an overwhelming workload on affected members of staff.

About the project

The Digital accessibility project has been divided into four subprojects.

Organisation and roles

This subproject involves reaching a decision about where in the organisation the responsibility will lie to ensure that Umeå University follows the law and offer support and follow-up of the organisation's digital accessibility progress. A joint routine for handling incoming accessibility requests will also be introduced and made well-known in the organisation.

Tools for accessible documents

This subproject includes two main parts. The first part involves analysing and evaluating if the Microsoft Office suite lives up to the legal requirements on accessibility according to the Law on Accessible Digital Public Service and the Swedish Discrimination Act.

When the evaluation has been completed, a decision will be reached on what tools the University will invest in – as a first step in abiding by the law.
The second part involves implementing the software in the organisation as well as informing and educating relevant parties in the software.

Tools for accessible video

This subproject focuses on broadcasted lectures and video and will evaluate which jointly funded tool or tools are necessary to be procured to simplify the production of video recordings for educational purposed at Umeå University in order for the legal requirements regarding video to be reached.

Accessible web

This subproject contains three parts

  1. Defining and performing an inventory of what web sites are to be included in Umeå University's responsibility as an authority.
  2. Establishing a description of what responsibilities a web site owner have and a framework for what it takes to abide by the legal requirements at Umeå University.
  3. Informing web site owners of the requirements and responsibilities that apply in order for web site owners to establish action plans to amend potential accessibility shortages on their web sites.
