A share of the surplus to be used for strategic initiatives

At the Vice-Chancellor's executive meeting on Tuesday, it was decided that as of 2019, in cases where all operational funds were not spent during the calendar year, 10 per cent will be deducted from the positive economic result, above a certain level. The Vice-Chancellor will then reach a decision on strategic initiatives at the university-wide level.

During the last two years, the University has maintained a surplus that is consistently increasing and forecast to report a gain of SEK 186 million by the year end. Available resources shall be used to the greatest extent for the pursuit of high-quality education and research.

"This is about implementing our resources in the best possible manner," says Hans Adolfsson, Vice-Chancellor of Umeå University.

In order to stimulate the implementation of available funds, the Vice-Chancellor has decided that when the faculties, School of Education, University Administration and University Library have agency capital above a certain level per operational category at annual accounts, and with positive annual results as of 2019, 10 per cent of the positive financial results will be withdrawn into a university-wide level. These funds will be used for strategic initiatives.

The withdrawal of annual positive results will be made after the current financial year and will take effect in 2019. The University Board has determined that the goal is that the agency capital - balanced capital plus the year's change in capital within all operations excluding unused contributions - should be in the range of 9 to 15 per cent of the annual expenses, for each year during the period of 2015-2020. In 2017, the economic surplus was SEK 102 million and the agency capital ratio was 14.7 per cent.

The percentage withdrawn from annual positive results at university-wide level will be 10 per cent, regardless of operational category, as of 2019. The Vice-Chancellor decides what strategic initiatives will be implemented from the withdrawn funds.
